Rio Tinto Eyes Higher Costs To Expand Mongolia Oyu Tolgoi Project | Fox Business: "Turquoise Hill published the report late Monday which put the project's second-phase development cost at $5.1 billion, despite the exclusion of plans to build a power plant and expand the concentrator to 160,000 metric tons a day from an initial 100,000 tons a day.

The company last year estimated the capital cost for the second phase expansion plan at $5.1 billion. The figure included $1.16 billion for the construction of a coal-fired power station and $645 million to expand the concentrator to the aforementioned processing capacity."
